You actually earn MORE MONEY the more Citizens you have because the number of the two items the Settlement produces goes up. I think I'm up to 136 people now(of 200 possible) and up to 39 of each of the more premium items(you might start out with stuff like "Rust", but that is later replaced.) Pretty sure you can only have one settlement. You can claim new ones but that abandons the old one. For a new player I wouldn't recommend putting much effort into it.
