This is an emulation of the Local on the 8's segment that is featured on The Weather Channel. Local on the 8's is normally generated on a custom server at your Cable Provider.

It needs the specific hardware contained in the IntelliStar to work. Without it, the software cannot render any graphics, meaning any attempt at running the software is in vain. It also runs an incredibly outdated FreeBSD version, which has been confirmed impossible to emulate. So you have to have an IntelliStar or it doesn't work.
